COMMUNITY BASED MENTAL HEALTH PROGRAM IN SINGAPORE: FROM INSTITUTION TO COMMUNITY SERVICES

Leong Jern-Yi Deputy Chief, Department of Community Psychiatry, Institute of Mental Health (IMH)

Psychiatry in Singapore has moved out of the asylum era of custodial care into the community where real recovery is possible. , The formation of the Department of Community Psychiatry in the Singapore state mental hospital — the Institute of Mental Health (IMH) in 2004 and the 15‘ Singapore Mental Health Blueprint 2007-2012 mapped out the shift toward more community based programs. Public funding lend to even more growth of the People Sector where many non-government organizations (NGOs) thrive and grow. The private sectors also became involved with more social enterprises being encouraged. Another exciting development is the growth of the Peer Recovery Movement followed by the Certified Peer Specialist Course in 2012 at the Singapore Association for Mental Health (SAMH) and also the founding of the Caregiver’s Alliance (CAL) C2C Caregiver—to- Caregiver 12 session program and also the Certified Caregiver Support Specialist training. This presentation will give a broad overview of the many dynamic partnerships and collaborations between the Public (government), People (NGOs) and Private (Businesses) sectors with examples of various organization and agencies in Singapore.
